<br />/1 <br /> <br />debate seemed to be a direct outgrowth of the issue which <br /> <br /> <br />arose at the close of the 1980 legislative session when a <br /> <br />number of legislators in the House Republican caucus made it <br /> <br />clear that it had been their understanding that the 40 <br /> <br />million dollars appropriated to the construction fund by the <br /> <br /> <br />1980 General Assembly was to be devoted excIUSi~~y to the ~ <br /> <br /> <br />construction of new storage facilities. <br /> <br />With this by way of background introduction, <br /> <br />Mr. McDonald suggested that the Board proceed to consider the <br /> <br />individual applications in the order presented in his <br /> <br />April 29, 1981 memorandum to the Board (see Appendix B) as <br /> <br />oppos\ed to the order in which the proposed feasibility ~ <br /> <br />studies were listed in the notice and agenda (see Appendix <br /> <br />A). There being no objections, Mr. McDonald asked Nick <br /> <br />Ioannides of the staff to proceed to introduce the <br /> <br />application for the Beeman Irrigating Ditch and Milling <br /> <br />Company and Meadow Island Oitch Company No.2 project. After <br /> <br />Mr. Ioannides's review of the proposed project and the <br /> <br />staff's recommendation for a feasIbility study (see Appendix <br /> <br /> <br />C~ Mr. Kroeger called upon Mr. John Ulrich, Vice President of ~ <br /> <br /> <br />Beeman, who responded to a few questions from Board members. ^' <br /> <br />At this point, considerable discussion ensued among <br /> <br />Board members as to the process by which projects were <br /> <br />brought before the Board, it being noted by Mr. Montgomery <br /> <br />that it was difficult to determine the merits of any <br /> <br />particular application for a feasibility study without <br /> <br />knowing the range of needs whi~h might be addressed by the <br /> <br />J <br />
