applicable to the types of construction involved for such

3 projects or as may be justified by reason of changes made in the

4 plans and specifications of the project if those changes are

5 requi red by' fi nal i zed engi neeri ng drawi ngs and specifications or

6 by federal or state requirements.

(c) All municipal and domestic water s~pply projects

8 specified in paragraph (a) of this subsection (1) shall include

9 the installation of water meters on all service connections not

10 presently metered.

(d) The sponsor of a project specified in paragraph (a) of

12 this subsection (1) may not give notice of award of nor notice to

13 proceed with construction nor in any manner incur costs for or

14

initiate the construction of a project until such sponsor has

15 entered into a contract with the Colorado water conservation

16 board for the construction of a project and has otherwise

17 complied with all procedures and conditions required by the

18

board.

If a sponsor fails to comply with this subsection (1),

19 the Colorado water conservation board may, at its discretion,
20 terminate .all or a portion of the board's financial contribution
21 of a project, notwithstanding the authorization made by paragraph

22 (b) or this subsection (1), or require such assurances from the
23 project sponsor as the. board deems necessary in order to
24 adequately protect the board's investment in a project.

(2) (a) Contracts entered into by the Colorado water

26 conservation board pursuant to section 37-60-106 (1) (0) and ~
