'qualified voters of said town at a referendum therein.

** The monies for this project shall not be made available

until the board has approved the engineering for the project and

the project sponsor has demonstrated to the board's satisfaction

(b) The. Colorado waler conservation board may expend on
each project specified in paragraph (a) of this subsection (I),

from such moneys as are or may hereafter become available to the

Colorado water conservation board construction fund, the amounts

of. money listed in said paragraph (a) plus or minus such amounts,
if any, as may be justified by reason of ordinary fluctuations in
