37-60-119 (2), Colorado Revised Statutes 1973, a~ amended, for

the use of the projects specified in paragraph (a) of subsection

3 (l) of this section, shall be subject to the payment periods and

4 total payments set forth therein; except that total payments

.5 shall be adjusted to reflect any changes in expenditures made by

6 reason of paragraph (b) of subsection (1) of this section.

7 (b) The Colorado water conservation board may extend the

8 payment period for any project and defer one. or more annual

9 payments, notwithstanding the provisions of paragraph (a) of this
10 subsection (2), if, in the board's opinion. the entity requesting
11 such extension and deferment demonstrates that it has encountered

12 significant and unexpected financial difficulties and that it has
13 been duly diligent in its efforts to comply with the repayment

14

provisions of its contract.
