SPARKS: <br /> <br />of water in one area - the Bijou area - which <br />in the past has been designated as a critical <br />ground water area. It becomes increasingly <br />apparent that the State of Colorado must move <br />rapidly in order to get some semblance of order <br />to the ground water situation. If this Bijou <br />development takes place there will be nothing I <br />but a series of law suits in that valley. The <br />ground water table has been lowered consider- <br />ably in that area during the past 20 years. <br />We can no longer fool around with the ground <br />water problem." <br /> <br />"Now I think everybody has a copy of the <br />budget so let's revert to Item #1." <br /> <br />"You will note that our budget is slightly <br />lower than last year. Generally, our program <br />is almost identical with the exception that <br />the topographic mapping has now been taken over <br />entirely by the Department of Natural Resources. <br />That's the place where it properly belongs. <br />All state agencies are now coordinating the <br />topographic mapping for the State of Colorado <br />through the Department of Natural Resources. <br />The money is now being appropriated to the <br />Department of Natural Resources for that pro- <br />gram. There is, therefore, no necessity <br />whatsoever for us keeping up our topographic <br />mapping program. So the reduction in the bud- <br />get is primarily because of the dropping of <br />our mapping program. otherwise the program <br />is almost identical with what we've carried <br />on the past year. <br /> <br />General Administration reflects a slight <br />increase. That is because of salary increases <br />which the Legislature granted this last year. <br />State employees all received a 5% salary in- <br />crease. <br /> <br />I <br /> <br />Are there any particular questions on the <br />Administrative budget? You will notice that <br />we have increased our travel and subsistence <br />by a substantial amount - not too substantially, <br />but by $2,000.
