I -- Now it appeared to us that it was reason- able when the storage project Act was passed in '56 that we should get 52 percent of the power revenues. But 10 and behold we didn't - we got 46 percent of the power revenues. This leads me into the question of taxes. ~le do have a 46 percent interest in this Project whether it is in Utah or wherever it may be. People are hysterical to have us pay taxes. When we ana- lyze the taxes that are being paid in the five states we find out that Colorado ends up with 14 percent. As I say, some people in Colorado are hysterical to get us into this position. This reminds me of a woman who said to her assaulter 'Rape me once, shame on you. Rape me twice, shame on me'. We have, apparently, people here in Colorado who want to go back for a fourth helping. I I want to repeat again that taxes, profit and interest which go to these investor utili- ties must come from the Basin Fund. There is no other source. Certainly no member of this Board nor of the Bureau of Reclamation have any private interest in this project. The only people who do are the investor utilities, and there must be something in it for them because of the tremendous amount of money that is being spent and the great energy which is being exerted to give us this whole package. I am reminded of the words of the Roman poet, Virgil, who said, 'I fear the Greeks, even when bring- ing gifts'. I regret extremely to leave the service of this Board at this time. I feel, however, that unless Colorado, its people, its Public Service Company, its Commissioner on the Upper Colorado River Commission and this Board, un- less they are able to resolve our internal problems, then we are whipped~ Because what
