This actually brought us down to the <br />22 percent I have shown you here. But our allo- <br />cation was 52 percent of what was left. <br /> <br />I <br /> <br /> <br />-- <br /> <br />Now it appeared to us that it was reason- <br />able when the storage project Act was passed in <br />'56 that we should get 52 percent of the power <br />revenues. But 10 and behold we didn't - we got <br />46 percent of the power revenues. This leads <br />me into the question of taxes. ~le do have a <br />46 percent interest in this Project whether it <br />is in Utah or wherever it may be. People are <br />hysterical to have us pay taxes. When we ana- <br />lyze the taxes that are being paid in the five <br />states we find out that Colorado ends up with <br />14 percent. As I say, some people in Colorado <br />are hysterical to get us into this position. <br />This reminds me of a woman who said to her <br />assaulter 'Rape me once, shame on you. Rape <br />me twice, shame on me'. We have, apparently, <br />people here in Colorado who want to go back <br />for a fourth helping. <br /> <br />I <br /> <br />I want to repeat again that taxes, profit <br />and interest which go to these investor utili- <br />ties must come from the Basin Fund. There is <br />no other source. Certainly no member of this <br />Board nor of the Bureau of Reclamation have <br />any private interest in this project. The only <br />people who do are the investor utilities, and <br />there must be something in it for them because <br />of the tremendous amount of money that is being <br />spent and the great energy which is being <br />exerted to give us this whole package. I am <br />reminded of the words of the Roman poet, Virgil, <br />who said, 'I fear the Greeks, even when bring- <br />ing gifts'. <br /> <br />I regret extremely to leave the service <br />of this Board at this time. I feel, however, <br />that unless Colorado, its people, its Public <br />Service Company, its Commissioner on the Upper <br />Colorado River Commission and this Board, un- <br />less they are able to resolve our internal <br />problems, then we are whipped~ Because what <br />
