<br />I <br /> <br />connected with this problem. Neither Utah,_ <br />wyoming nor New Mexico have contributed any- <br />thing to the solution of this problem. And <br />neither has the staff of the Upper Colorado <br />River Commission. So what has been done in <br />the way of trying to make an analysis of this <br />problem has been done entirely within the State <br />of Colorado. That is not a position that we <br />enjoy. We have repeatedly stated, and our <br />Governor has written to the Upper Colorado <br />River Commission stating,that it was not our <br />position in Colorado that we should assume a <br />position of speaking for the other states. We <br />have been forced into this position because of <br />the lack of activity on the part of other peo- <br />ple directly involved. <br /> <br />You will note in your folders a letter <br />written by Governor McNichols to Governor Clyde <br />yesterday, or the day before, in which he urges <br />the Upper Colorado River Commission to immed- <br />iately appoint a technical committee consisting <br />of one representative from each state and one <br />from the Commission staff so that during the <br />next year these four states, at least, will be <br />able to arrive at some common ground of under- <br />standing pertaining to this problem. And unless <br />we arrive at such solution then it appears that <br />Colorado will have to go its own way. We can- <br />not, from our viewpoint, continue to try to <br />carry the burden on this problem. <br /> <br />I <br /> <br />I was advised this morning that the Upper <br />Colorado River Commission will meet in Albu- <br />querque, New Mexico at 9:30 A. M. Friday, <br />October 6, in an attempt to get such a commit- <br />tee appointed and under way. Although I will <br />be on active duty as of October 1st, I will <br />be there at the Albuquerque meeting unless some <br />General advises me otherwise. <br /> <br />We have long sought to get everypody to <br />sit down to analyze the transmission problem <br />on a common basis.
