So the problem now is to find out some method, either by exchange or by the inclusion of the Two Forks Reservoir site in the plan, to take care of those presently irrigated areas between Denver and Fort Morgan. Unless that is done, then I fear that we will have great difficulty in proceeding with the Narrows Project. I We have an excellent steering committee - people from the South Platte Valley who are oldtimers in that area and who are well acquainted with the conditions in the South Platte Valley. l'le are hopeful that through the steering committee these great problems which confront us on the Narrows can be worked out. Also serving on that committee, as an executive committee you might say, are two of our Board members, Mr. Miller and Mr. Staple- ton. Since this will be my last opportunity to address this Board, I'd like to bring you up to date on some facts pertaining to this trans- mission problem. ~le have done everything , within our ability for the past year to work with the various people connected with this problem. We have been engulfed in a political controversy as a result of which we have been almost a voice in the wilderness. We have not received full cooperation either from the Bur- eau of Reclamation or from the investor utility companies. There is now a campaign being waged in some states, and a national campaign carried on by national advertising, in a further at- tempt to force this so-called combination system on the Secretary of the Interior. In the State of Arizona the newspapers have taken up the cudgel to the effect that we are denying them tax dollars. We have already heard the same argument in Colorado. The thing that I wish to emphasize again is that all tax dollars which may be spent in these other states come out of the Basin Fund. To date we in Colorado have received not ten min- utes worth of help from any of the other states I
