We don't disagree wi th the in- <br />formation that is presented or the basis of <br />the conclusions that are set forth therein. <br />But unless some arrangement can be worked out <br />to" satisfy upstream requirements, that is, <br />that area which lies between Denver and the <br />Narrows site; that irrigated area in the Bijou, <br />Empire and Riverside areas; then" it is not <br />likely that the Narrows site will be looked on <br />
