determine whether or not condemnation in the
U. S. Federal Court will be necessary to ob-
tain right of possession in order to allow
activity on the initial contract for the
outlet works.

On page two, Engineering and Design, as
~tt. Saunders indicated, plans and specifica-
tions for the initial project construction
were approved a couple of years ago and with
minor updating they are available for adver-
tising and acquisition of the necessary real
estate.

From our standpoint we have significant
news which we have to report to the Board
today, and of which I have informed Dr.
Donnelly by airmail letter which I hope he
will have this morning, that is, that during
fiscal '68 we will be carrying out land acqui-
sition, continuing the engineering and design
for the features of the project, and initiat-
ing construction. Provided that real estate
is available, we hope to advertise the outlet
works in the autumn of 1967 realizing that
significant construction, because of winter
weather, will not commence before the spring
of 1968. The amount which could actually be
specified in this contract as available for
contractor earnings during fiscal '68 will
depend upon the amount appropriated by Con-
gress in the act now being considered. t1hat
we mean here is that we would advertise the
entire outlet works but would indicate in the
contract documents the specified amount which
would be available for earnings during fiscal
'68 with the indication that the contractor
then would look fon~ard to future fiscal years
for the remaining earnings. So, providing
that we can handle the real estate acquisitions,
we would hope to advertise and award next
October or November and actually start moving
earth and constructing in the spring of 1968.

This, sir, completes my report in regard
to the Trinidad project. Before prqceeding
