Federal Court will be necessary to ob- <br />tain right of possession in order to allow <br />activity on the initial contract for the <br />outlet works. <br /> <br />On page two, Engineering and Design, as <br />~tt. Saunders indicated, plans and specifica- <br />tions for the initial project construction <br />were approved a couple of years ago and with <br />minor updating they are available for adver- <br />tising and acquisition of the necessary real <br />estate. <br /> <br />From our standpoint we have significant <br />news which we have to report to the Board <br />today, and of which I have informed Dr. <br />Donnelly by airmail letter which I hope he <br />will have this morning, that is, that during <br />fiscal '68 we will be carrying out land acqui- <br />sition, continuing the engineering and design <br />for the features of the project, and initiat- <br />ing construction. Provided that real estate <br />is available, we hope to advertise the outlet <br />works in the autumn of 1967 realizing that <br />significant construction, because of winter <br />weather, will not commence before the spring <br />of 1968. The amount which could actually be <br />specified in this contract as available for <br />contractor earnings during fiscal '68 will <br />depend upon the amount appropriated by Con- <br />gress in the act now being considered. t1hat <br />we mean here is that we would advertise the <br />entire outlet works but would indicate in the <br />contract documents the specified amount which <br />would be available for earnings during fiscal <br />'68 with the indication that the contractor <br />then would look fon~ard to future fiscal years <br />for the remaining earnings. So, providing <br />that we can handle the real estate acquisitions, <br />we would hope to advertise and award next <br />October or November and actually start moving <br />earth and constructing in the spring of 1968. <br /> <br />This, sir, completes my report in regard <br />to the Trinidad project.
