The ~rmy Engineers <br />will construct the project and will operate <br />the project, m~,ing irrigation r~leases at <br />the behest of the local conservancy district <br />which will work with the Bureau of Reclamation <br />on the reclamation features. <br /> <br />,The Army Engineers have been ready to go <br />for quite a little while and they,have done <br />all of the preliminary work that they deem <br />necessary to get this thing under way. <br /> <br />Just to give you an idea of what this <br />means to the state of Colorado, I have a few <br />figures that I thiru, are interesting. The <br />estimated cost of construction is approxi~ <br />mately $22 million, with $13 million allocated <br />to flood control, $6~ million to irrigation, <br />and $2-1/3 million to fish and wildlife and <br />recreation. On that, Larry Sparks has beeri <br />worJ,ing with the Game, Fish and parks Depart- <br />mept to provide water for a fish pool at the <br />ppftom of this reservoir because that will . <br />have to be provided locally. The capacity of <br />the reservoir will be 114,000 acre-feet, of <br />which 51,000 acre-feet is flood control, <br />39,000 acre-feet for silt and irrigation, and <br />20,000 acre-feet basic for irrigation, with a <br />firm.fishery pool of 4,500 acre-feet. <br /> <br />~ <br /> <br />Now the benefits to this area and thus <br />to the state of Colorado, and incidentally to <br />New Mexico I thiru, , from this project can be <br />shown by this. The annual direct benefits <br />are: direct irrigation, $257,000 a year and <br />out of that this project can be paid for <br />readily; flood control, $540,000; fish and <br />recreation only $130,000, (I am going tq pom- <br />~ent on ~rat); area reQeye19P~ent $257,QOO. <br />Now whenthip. fish and recreation figure. .i-las <br />arrived at, it was arrived at on a most con- <br />servative basis and when one really looks at <br />it realistically it lo~,s like instead of <br />$130,000 the real benefits will be about $1 <br />million a year.
