In the case of Trinidad <br />there is a very low tax base and therefore <br />it was nedessary for that area to assure the <br />united states Government that the obligations <br />can be met. Those obligations must be met <br />by contracts with the local ditches that are <br />~o receive the benefits from the project. <br />Each ditch had to be equated to each other <br />ditch so that the early ditches gave up some <br />of the surplus water that they had - we can't <br />call it surplus, but some of the improvident <br />water that they had - in order that there <br />would be a more provident use of all of the <br />water and thus improve the situation of the <br />junior ditches. . <br /> <br />This is quite a trick to do because <br />those who had a senior water right hesitated <br />to see it disturbed in any way and there was <br />no particular motivation to improve the lot <br />of the junior neighbor who, from time to time, <br />is out of water. By dent of a great deal of <br />patience and hard work, at long last all of <br />these differences have been settled and at <br />the present time, arrangements have been made <br />so that by a change of point of diversion suit, <br />20,000 acre-feet of storage capacity of the <br />Model Reservoir has been changed from the place <br />of storage into the place where the flood con- <br />trol dam is to be located. By virtue of <br />eliminating calls by senior direct divertors, <br />storage can be made available in the removed <br />Model Reservoir which is a part of the flood <br />control dam and thus water held during heavy <br />runoff for times later in .the season when the <br />. I <br />water ~s so badly needed. <br /> <br />I <br /> <br />The United states Bureau of Reclamation, <br />before it will enter into such a project, I <br />requires a suit of confirmation approving <br />the contracts which have been made to bring <br />about and implement the project. Such a suit <br />was filed before the District Court at Trini- <br />dad. About 40 or 45 cays ago at 7:30 in the <br />evening, the Judge issued his order confirm- <br />ing the contract and procedures which had been <br />
