I It was necessary in building this project to see to it that the obligations which Colo- rado has to Kansas were not impaired in any way under the compact and under the releases decreed from the John ~~rtin Reservoir: so that no unseen development would impair the obligations that Colorado has with respect to John Martin Reservoir. At first Kansas ob- jected to all these things and then by operat- ing criteria formulated, again very much under the direction of this Board, we worked out a system whereby Kansas was satisfied. Now as recently as a fe"l weeks ago, there \-lere some objections to the final way this thing was set up by Kansas but we are happy to say that as of this date, the Governor of Kansas has sent a letter to Pat Dugan, Director of Region 4 and I am sorry he was unable to be here today, stating that their objections had no'~ been met in every way by the resolutions passed by the purgatoire River Water Conser- vancy District and we could have the blessings of this project by Kansas. This is rather essential because we constantly have to go for money to the Congress and if there is a dissi- dent state, it makes it a little bit more difficult . I Basic criteria had to be worked into a repayment formula and this was not easy to do. The real final responsibility for worl~- ing out these formulae fell on the man who made the report for Region 7 today, Jim Ogil- vie. He and the staff he had at Pueblo worked diligently with the local people to bring about relationships between the ditches and the Purgatoire River Water Conservancy Dis- trict which would enable that district to repay the reclamation first cost on the proj- ect. with the Southeastern District of the Fryingpan-Arkansas there was a large tax base so that there was no problem about repayment of the obligation to the United States Bureau
