<br />this project and who did a magnificent job <br />of putting everything together with great <br />tact and great patience. <br /> <br />I <br /> <br />It was necessary in building this project <br />to see to it that the obligations which Colo- <br />rado has to Kansas were not impaired in any <br />way under the compact and under the releases <br />decreed from the John ~~rtin Reservoir: so <br />that no unseen development would impair the <br />obligations that Colorado has with respect to <br />John Martin Reservoir. At first Kansas ob- <br />jected to all these things and then by operat- <br />ing criteria formulated, again very much under <br />the direction of this Board, we worked out a <br />system whereby Kansas was satisfied. Now as <br />recently as a fe"l weeks ago, there \-lere some <br />objections to the final way this thing was <br />set up by Kansas but we are happy to say that <br />as of this date, the Governor of Kansas has <br />sent a letter to Pat Dugan, Director of Region <br />4 and I am sorry he was unable to be here <br />today, stating that their objections had no'~ <br />been met in every way by the resolutions <br />passed by the purgatoire River Water Conser- <br />vancy District and we could have the blessings <br />of this project by Kansas. This is rather <br />essential because we constantly have to go for <br />money to the Congress and if there is a dissi- <br />dent state, it makes it a little bit more <br />difficult . <br /> <br />I <br /> <br />Basic criteria had to be worked into a <br />repayment formula and this was not easy to <br />do. The real final responsibility for worl~- <br />ing out these formulae fell on the man who <br />made the report for Region 7 today, Jim Ogil- <br />vie. He and the staff he had at Pueblo worked <br />diligently with the local people to bring <br />about relationships between the ditches and <br />the Purgatoire River Water Conservancy Dis- <br />trict which would enable that district to <br />repay the reclamation first cost on the proj- <br />ect. with the Southeastern District of the <br />Fryingpan-Arkansas there was a large tax base <br />so that there was no problem about repayment <br />of the obligation to the United States Bureau <br />
