SparJcs." <br /> <br />"I would like to comment briefly on the <br />report. Our staff has been trying to lend <br />all the assistance it can to the Soil Con- <br />servation Service. For the past two months, <br />at least half of our staff has been out in <br />the field surveying dam sites and flood plain <br />cross sections, as ~tr. Carson has indicated <br />in his report. Although our staff is quite <br />limited too, we nevertheless intend to pursue <br />this course to give the maximum assistance <br />to the Soil Conservation Service. <br /> <br />We feel that these small reservoirs, <br />collectively, are just as important as any <br />large reservoir. I think the most encourag- <br />ing trend that we have noted in the last two <br />years, is the self-help program which the <br />farmers themselves are going into. That is, <br />some of the ditch companies are getting quite <br />aggressive now and improving their own situa- <br />tion, water salvage, canal lining, etc. They <br />are increasingly making use of the various <br />programs that are available, such as the <br />small loan program and the S.C.S. procedures. <br />Probably the most aggressive area in this <br />state in this field is that area which is <br />generally within tile drainage area of the <br />Poudre, Big Thompson, st. vrain Rivers. They <br />are far ahead of the rest of the state in <br />undertaking water salvage measures. <br /> <br />I hope that sometime in the not too dis- <br />tant future we can get a group together of <br />various ditch companies from around the state <br />to go up there and look over some of the <br />projects those people are undertaking. <br /> <br />In recent months we have noted an inter- <br />est throughout the state in applications for <br />assistance under the S.C.S. program and the <br />Small Loans Act.
