this report? Nr. SparJcs."

"I would like to comment briefly on the
report. Our staff has been trying to lend
all the assistance it can to the Soil Con-
servation Service. For the past two months,
at least half of our staff has been out in
the field surveying dam sites and flood plain
cross sections, as ~tr. Carson has indicated
in his report. Although our staff is quite
limited too, we nevertheless intend to pursue
this course to give the maximum assistance
to the Soil Conservation Service.

We feel that these small reservoirs,
collectively, are just as important as any
large reservoir. I think the most encourag-
ing trend that we have noted in the last two
years, is the self-help program which the
farmers themselves are going into. That is,
some of the ditch companies are getting quite
aggressive now and improving their own situa-
tion, water salvage, canal lining, etc. They
are increasingly making use of the various
programs that are available, such as the
small loan program and the S.C.S. procedures.
Probably the most aggressive area in this
state in this field is that area which is
generally within tile drainage area of the
Poudre, Big Thompson, st. vrain Rivers. They
are far ahead of the rest of the state in
undertaking water salvage measures.

I hope that sometime in the not too dis-
tant future we can get a group together of
various ditch companies from around the state
to go up there and look over some of the
projects those people are undertaking.

In recent months we have noted an inter-
est throughout the state in applications for
assistance under the S.C.S. program and the
Small Loans Act. In order to coordinate those
