and revenue buildup is satisfactory for the
three short years of power operations and
well within the project repayment schedule
for this buildup phase.

The sale of surplus energy was discon- 1<=
tinued last August when it became apparent
that generation for other purposes was suffi-
cient to utilize all the water being released
to meet dO\'mstream requirements. Surplus
energy deliveries have just recently been
started again in limited amounts. These are
necessary because of the water that must be
released for do\~stream requirements.

During the past year the storage Project
supplied all the energy deficiency losses at
Hoover Dam resulting from the filling of upper
Basin reservoirs. This amounted to more than
900 million kilowatt-hours during the 12-
month period ending December 31. It appears
that during 1967 we will also be able to
replace Hoover deficiencies from storage
power generation.

I won't take too much time on discussion
of reservoir operations and forecast of run-
off. The report included in your folder gives
an estimate as of April for runoff. There has
~een a new estimate prepared as of May 1 that
has been revised once, and is presently being
revised again. I think that will be a subject
for a release by either the commissioner or
the Secretary in the next few days. Suffice
it to say that the picture is not good. It
has deteriorated since the estimate of April.
We hope that may:be this storm that is coming
in will make the picture a little bit :brighter.

1

On general investigations, our report on
the Battlement Mesa project, a project in Mesa
county, is essentially completed. The report
is in the final stage of preparation. Princi-
pal features of the project will be the ~lens
and Buzzard Creek Reservoirs constructed on
Buzzard Creek to develop the flows for irriga-
tion and municipal and industrial use.
