However, I've been <br />definitely interested in water, especially in <br />Chaffee county for the past 45 years. I pre- <br />dicted at that time that we would need proper <br />regulations and file on flood waters. I be- <br />lieve that we should have more accurate <br />records of the return water to the river. <br />I believe that we should have measuring <br />devices sufficient so that we could get the <br />proper records. I hope, out of the $50,000 <br />allotted for study under the 407 law, that <br />there will be set up a public relations point <br />of having each decree placed in a book or a <br />folder according to the date, according to <br />the acre-feet, and according to the location <br />of the ditch that is taking the water out of <br />our Arkansas River. <br /> <br />I appreciate that we each possibly have <br />notations of decrees in District #11 and in <br />the five districts that pertain to the lower- <br />ings of the A~~ansas River. However, I believe <br />that they should be tabulated in such a way <br />that each district, each community, would have <br />this tabulation on the priority of the ditch <br />IIlhere it comes out. I think that would be a <br />great public relations because when a man <br />sees that he should allow so many acre-feet <br />or so many second feet of water to pass his <br />headgate, he'd have that information and he'd <br />feel a little better toward the users of the <br />flm~ of water at the lower end of our great <br />river, the Arkansas. <br /> <br />It's a pleasure to be here.
