It depends upon who you are talk- <br />ing to. <br /> <br />The next thing that I would like to talk <br />about is the accurate measurement of waters. <br />I do not think at particular times that we <br />have accurate measuring devices along our <br />streams. We do not kno\., really hO\'1 much water <br />is coming down the stream at any particular <br />time with the idea of giving the credit for <br />return flows. Now you can correctly measure <br />the water at a certain point and you can come <br />dm.,n here at the Royal Gorge and measure it <br />again possibly, but you have never along the <br />line in any figure that I know about, ever <br />given credit, or the state engineer's office <br />has never given credit for the return flow <br />that has developed from a certain area. No- <br />where has this return credit been applied. <br />I think that is very important. 80\., we are <br />to approach that, I don't know. but I think <br />it is one thing that we are going to have to <br />consider. We are going to gradually not take <br />out 10,000 acres in the upper regions of the <br />Arkansas, but we are going to take out twice <br />that amount because that country is dry. All <br />of our country d~ln through here is tremendous- <br />ly dry. A good rainfall never seems to go <br />anywhere; it just runs off, it is never <br />absorbed, it just runs right off. <br /> <br />something has got to be done in order to <br />give a chance to the water users in the upper <br />regions to use this water, multiple uses of <br />water. I think \'le have had rammed do\'m our <br />throats, the legislature particularly, all the <br />time that the pumpers are not taking the water <br />and things like that. Well, maybe that is <br />true; I don't know. But here again we know <br />this, that we don't. have a watchdog for us up <br />in the upper regions but by gosh, there are <br />plenty of watchdogs down in the lower regions. <br />They seem to get taken care of, they have a <br />better economy than the people up in these <br />areas. <br /> <br />I <br /> <br />I <br />
