The next thing that I would like to talk about is the accurate measurement of waters. I do not think at particular times that we have accurate measuring devices along our streams. We do not kno\., really hO\'1 much water is coming down the stream at any particular time with the idea of giving the credit for return flows. Now you can correctly measure the water at a certain point and you can come dm.,n here at the Royal Gorge and measure it again possibly, but you have never along the line in any figure that I know about, ever given credit, or the state engineer's office has never given credit for the return flow that has developed from a certain area. No- where has this return credit been applied. I think that is very important. 80\., we are to approach that, I don't know. but I think it is one thing that we are going to have to consider. We are going to gradually not take out 10,000 acres in the upper regions of the Arkansas, but we are going to take out twice that amount because that country is dry. All of our country d~ln through here is tremendous- ly dry. A good rainfall never seems to go anywhere; it just runs off, it is never absorbed, it just runs right off. something has got to be done in order to give a chance to the water users in the upper regions to use this water, multiple uses of water. I think \'le have had rammed do\'m our throats, the legislature particularly, all the time that the pumpers are not taking the water and things like that. Well, maybe that is true; I don't know. But here again we know this, that we don't. have a watchdog for us up in the upper regions but by gosh, there are plenty of watchdogs down in the lower regions. They seem to get taken care of, they have a better economy than the people up in these areas. I I
