Continuation of existing state policies <br />without change is an option, but does not require description and is not recommended. Also note <br />that policy components could be "mixed and matched" across levels; for example. a "low" <br />threshold policy could be combined with a "medium" or "high" application policy. <br /> <br />The intent of the matrix is to engender discussion of how much change is desirable. It outlines <br />potential policy changes in general terms.
