<br />. <br /> <br />This Scope of Work is intended to provide interested consulting firms with general <br />direction and guidance for the preparation of proposals for the SWSI. Changes to the <br />Scope of Work are encouraged where those changes mav result in improvements to the <br />final studv product. reduce the time required or reduce the costs of the studv so long as <br />the proposal meets the studv obiectives. Consultants are encouraged to use a creative <br />approach in the preparation of proposals. <br /> <br />Timeliness and staffing for the studv are also important considerations. The selected <br />consulting team is expected to have the full range of skills to complete the studv on <br />schedule and within budget. <br /> <br />The work for this studv will be closelv coordinated with the Colorado River Return <br />Proiect to be conducted in 2003 for the CWCB and with the Colorado Drought and Water <br />Supplv Assessment currentlv in progress for the CWCB. <br /> <br />This study is consistent with the role of the Board as defined in 37-60 and 37-92 C.R.S. <br />and on page five of the CWCB Strategic Plan as revised and readopted in March 2002 <br />which includes: <br /> <br />· Establishing policy to address state water issues, <br /> <br />. <br /> <br />· Mediating and facilitating resolutions of disputes between basins and water <br />interests, and <br /> <br />· Identifying, prioritizing and recommending water development projects to the <br />general assembly. <br /> <br />Studv Obiectives <br /> <br />The primary objective ofthe SWSI is to develop a framework which can be utilized by <br />water managers, water users and the public in making decisions regarding water <br />demands. water supplies and water development in Colorado. The framework is intended <br />to be flexible and structured in such a way that it can be updated or revised to <br />accommodate changes in: demographic forecasts, water demands, water development <br />planning, environmental issues, state and federal statutes and policies, public concerns <br />and technology. <br /> <br />The study will focus on the following specific obj ectives: <br /> <br />1. Identify and quantifv demands for new water supplies in each river basin of the <br />state and prioritize those demands within each basin. <br /> <br />. <br /> <br />2. IdentifY potential sources of water supply and development opportunities <br />including the location and amount of compact apportionment remaining <br />undeveloped by Colorado under each interstate compact or U.S. Supreme Court <br />decree involving Colorado. <br /> <br />2 <br /> <br />~ <br />
