<br />. <br /> <br />September 9, 2002 <br /> <br />THIRD DRAFT <br /> <br />SCOPE OF WORK FOR A <br />STATEWIDE WATER SUPPLY INVESTIGATION <br /> <br />Note: Revisions to the first and second drafts of the Scope of Work are underlined. <br /> <br />Introduction <br /> <br />At its March 2002 meeting, the Colorado Water Conservation Board (CWCB) heard <br />presentations from legislators, groups and individuals regarding the need for new water <br />storage, management and delivery projects in Colorado. The Board directed the CWCB <br />staff to develop elements of a study to address the long-term water needs ofthe State of <br />Colorado as expressed at the meeting. . <br /> <br />The CWCB staff presented preliminary concepts for a study at the May 2002 Board <br />meeting along with a recommendation to prepare a "Plan of Study" (referred to here as a <br />Scope of Work) for a Statewide Water Supply Investigation (SWSI). The <br />recommendation was approved by the Board for presentation at the July 2002 Board <br />meeting. <br /> <br />. <br /> <br />Following the May 2002 Board meeting, a large number of existing studies and reports <br />from Colorado and other states were reviewed and interviews were conducted with a <br />number of individuals familiar with Colorado water supply issues. The results of the <br />data review and the interviews as well as staff discussions on the proposed study are <br />incorporated in the Scope of Work presented below. <br /> <br />If approved at the September 2002 Board meeting, this Scope of Work (with any <br />revisions suggested by the Board) will be incorporated in a Request for Proposals (RFP) <br />to be distributed in early October 2002. Proposals will be due two months following <br />. distribution of the RFP. A meeting of the staff with interested consulting firms will take <br />place in October 2002. A funding request for the study will be presented to the Board at <br />the November 2002 Board meeting for inclusion in the CWCB's 2003 water projects bill. . <br /> <br />Staff will review consultant proposals and present a recommendation for a study <br />consultant to be approved by the Board in March 2003. Work on the study is expected to <br />begin in mid-2003 or sooner following legislative authorization. <br /> <br />. <br /> <br />Consultant selection will be based on written proposals and on interviews with several <br />firms which are selected from staff review of the written proposals. Consultant selection <br />criteria will be described in the RFP. An important qualification for selection is the <br />ability of the consultant (or team of consultants) to perform all of the tasks outlined in <br />this Scope of Work. <br /> <br />J <br />
