<br />. <br /> <br />Operational flexibility, <br /> <br />Estimated costs for planning studies, legal activities, enviroTm1enta1 mitigation <br />and enhancement, permitting, design, construction and project operation and <br />management, <br /> <br />Economic feasibility defined as all costs and all benefits resulting from a <br />particular action regardless of to whom they may accrue, <br /> <br />Financial feasibility defined as the ability of sponsoring entities to pay all costs <br />associated with a project or action, and <br /> <br />The degree of uncertainty associated with each alternative. <br /> <br />11 b. Identify and eliminate those projects that do not appear to be worthy of further <br />consideration. <br /> <br />1 I c. Conduct a second and, if necessary, a third screening process to narrow the range <br />of alternatives. <br /> <br />. <br /> <br />I I d. Select one or more alternatives in each basin with input from basin meetings, the <br />study advisory group and the CWCB. Prioritv will be given to those basins where the <br />need for additional water supplies appears to be most imminent. <br /> <br />Task 12 - Water Supp1v Development Stratecies <br /> <br />Develop water supply strategies for the implementation of the selected alternatives in <br />each basin. The strategies will include measures that could be taken on a local, regional <br />or state-wide basis such as new or revised institutional arrangements, statutory revisions, <br />policy changes of various agencies or organizations, and new or revised water project <br />funding methods. Tradeoffs and uncertainties involved in each strategy will be described <br />and compared. <br /> <br />The water supply strategies will be reviewed by the study advisory group, by the <br />Colorado Water Conservation Board and at local and basin meetings. Consensus-building <br />activities will be an important aspect of this task. Included in this task will be <br />recommendations for any further analyses or studies that may be needed to provide more <br />detailed information on particular actions or projects. <br /> <br />12a. Formulate water supply strategies for implementation of the preferred <br />alternatives. <br /> <br />12b.
