Develop alternatives using appropriate combinations of structural and non- <br />structural elements. <br /> <br />Task I I Evaluation of Water Supp1v Alternatives <br /> <br />Alternatives will be evaluated in a multi-step screening process. Existing computer <br />models, decision support systems and geographic information svstems should be utilized <br />to the maximum extent possible. <br /> <br />The first step in the screening process will be the identification and elimination of those <br />proi ects that do notapoear to be worthv of further consideration. Subsequent screening <br />steps will consist of more detailed analyses. Alternatives may be reformulated and <br />reevaluated in an iterative evaluation process. <br /> <br />An evaluation procedure will be developed using a computer matrix or matrices so that <br />each alternative may be easily compared with all other alternatives under consideration. <br />The procedure will have the capability of analyzing alternatives while varying the values <br />or weights used in the evaluation. <br /> <br />. <br /> <br />The final step in this task will be the selection of one or more alternatives for each basin. <br />Selection will be accomplished by: public input at local and basin meetings, <br />recommendations of the study advisory group(s) and review by the Colorado Water <br />Conservation Board. <br /> <br />11 a. Develop a methodology for the evaluation of alternatives to describe the process <br />and the evaluation factors to be used and. with direction from CWCB staff. to define <br />the roles of the participants who will be involved in the review and selection of <br />alternatives. Some suggested evaluation factors are: <br /> <br />Physical and legal availability of water, <br /> <br />Permitting considerations, <br /> <br />Public and political acceptability, <br /> <br />Coordination with local and regional planning efforts, <br /> <br />Institutional considerations to include the identification of project sponsors, <br /> <br />Impacts on the natural environment, the man-made environment and the existing <br />social setting, <br /> <br />. <br /> <br />Water quality concerns, <br /> <br />11 <br />
