.

type of procedure most suitable for this study. The degree of uncertainty associated with
the projections will be estimated.

Identify those areas or entities for which existing water supplies may be inadequate now
or in the future. Prioritize water demands based on the type of use and the likelihood of
water supply shortages in the near future as well as any other criteria that may be
adopted.

9a. Provide estimates of existing water demands.

9b. Develop a methodology for the water demand projections.

9c. Prepare water demand projections and identify those areas or entities for which
existing and/or future water supplies may be inadequate.

9d. Prioritize water demands.

ge. Select one or more water demand scenarios for use in Tasks 10, I I and 12 in
consultation with local interests, the study advisory group and the CWCB.

Task 10 - Formulation of Water Supplv Alternatives

.

With the assistance of local studv Participants and the studv advisorv grOUP, formulate a
number of alternatives in each basin to address the water supply issues and problems
identified in Tasks 7, 8 and 9. A methodology or rationale for the formulation of
alternatives will be developed to include near-tern1 and long-term scenarios.

Alternatives will include both structural and non-structural elements that could be used
individually or in combination. Extensive use should be made of exiting information in
identifying structural and non-structural elements before new concepts are developed.

Non-structural measures will include but are not limited to: efficiency in water use, water
rights transfers or exchanges, water leasing, improved water management techniques,
revised operations of existing systems and new or revised institutional arrangements
which have the potential to reduce demands and/or increase supplies.

Structural elements will include but are not limited to: groundwater utilization, new water
storage reservoirs, enlargements of existing reservoirs, improvements to existing
reservoirs to remove dam safety restrictions, trans-basin diversions, regulating storage,
pump-back schemes and water reuse facilities. Hydropower development will be
considered where it appears to have significant potential to repay some portion of the
costs of other project purposes.

lOa. Develop a methodology or rationale for the formulation of alternatives.

.

10
