<br />the South Platte River basin under these <br />continuing authorities. <br /> <br />Under provisions of Section 14 of the <br />1946 Flood Control Act, the Chief of Engi- <br />neers has authority to construct measures <br />to protect public works from erosion. <br />Municipal water and sewage facilities, <br />farm-to-market roads, and highways are <br />eligible for protection under this classi- <br />fication. Federal expenditures are limited, <br />under Section 14, to $50,000 in anyone <br />locality during a fiscal year. The city of <br />Aurora requested an investigation, under <br />this authority, for protection of its water <br />supply line, which crosses Plum Creek in <br />Douglas County. The report will be for- <br />warded to higher authority as soon as the <br />city of Aurora furnishes assurances it will <br />provide the necessary local cooperation. <br /> <br />Under provisions of Section 205 of <br />the 1948 Flood Control Act, as amended, <br />the Chief of Engineers has authority to <br />construct local flood protection projects. <br />Federal expenditures under this authority <br />are limited to $1,000,000 in anyone local- <br />ity. Investigations under authority of <br />Section 205 are either under way or have <br />been completed at Elizabeth, Fort Collins, <br />Deer Trail, Jamestown and Roggen. The <br />investigations at Elizabeth found that <br />local flood protection measures would be <br />infeasible. Along Spring Creek at Fort <br />Collins the investigation found that flood <br />plain zoning was the most practicable solu- <br />tion to the flood problem. At Deer Trail, <br />a levee appears to be feasible, but local <br />interests indicated a desire for upstream <br />storage.
