MR. STAPLETON:

"I think the Board would like to know
who the Advisory Committee are and I take
it the Advisory Committee will report their
advisory opinions to the Board who will
then adopt a policy. Is that right?"

MR. SPARKS:

"This is correct."

MR.. KROEGER:

"Is this thing too complex to give us
a little briefing on or am I asking for
the rest of the day to get that?"

MR. SPARKS:

"Yes, I think at this time it's a
little complex. We are not far enough
along with it. None of the states had
an opportunity to review the proposed
criteria prior to the meeting two weeks
ago. A meeting tomorrow to be held in
Salt Lake City will be the first meeting
at which the states will have some oppor-
tunity to comment on the criteria.
Actually it appears to us at this time
that they are quite reasonable, but we
suspect that attempts will be made tomor-
row to chip away at them."

MR. STAPLETON:

"AU right, I think now we'll turn
over the rest of the meeting to the Corps
of Engineers before we have lunch at 12:15.
We have a little less than an hour to dis-
cuss the flood control projects. I would
like at this time to introduce Colonel
Pat Pendergrass, the District Chief from
Omaha. Colonel, glad to have you with
us and will you introduce the members of
your staff?"

COL. PENDERGRASS:

"Thank you very much. I am not going
to make any speech. Mr. John Velehradsky
of our office will do that.
