<br />the state engineer will be preoccupied <br />with the courts for the next two or three <br />years at least. Whether he will have any <br />time for administration looks doubtful. <br /> <br />In any event, there is a definite <br />division of responsibility between this <br />Board and the state engineer. This is one I <br />of the problems that we fight with people <br />who like to take a generic term and say <br />that everything that comes under that term <br />should be under one division. <br /> <br />This is an internal matter and the <br />Board may have to actively participate in <br />this matter unless we are able to get <br />reason to prevail. <br /> <br />One other big item, I sent out a <br />memorandum last week which concerns the <br />operation of Colorado River reservoirs. <br />The battle is not over concerning the <br />operation of Glen Canyon and Lake Mead. <br />A preliminary meeting was held a few weeks <br />ago under the auspices of the Secretary <br />of the Interior to discuss his proposed <br />criteria under the act passed last year. <br />As you know, that criteria provides that <br />by January of the coming year the Secre- <br />tary shall submit to the governors of the <br />seven basin states his proposed criteria, <br />long-range criteria, for the operation of <br />the Colorado River reservoirs. This is <br />primarily Glen Canyon and Lake Mead. It <br />also includes Curecanti, Navajo and <br />Flaming Gorge. <br /> <br />He has now proposed an operating <br />criteria which was discussed at the meet- <br />ing two weeks ago. A series of meetings <br />will be held at which representatives of I <br />the various states will be present in <br />hopes that by November criteria can be <br />adopted Which will then be submitted to <br />the governors in January for their official <br />
