First, Mr. Chairman, <br />in response to what Mr. Kroeger said, the <br />state government was reorganized as a <br />result of a constitutional amendment. <br />This is creating a great deal of internal <br />problems within the state government it- <br />self at this time as to what each sub- <br />agency of the principal departments are <br />supposed to be doing. Some of the recom- <br />mendations that have been made I am firmly <br />opposed to and we should fight them with <br />all the means at our command. <br /> <br />I <br /> <br />I don't think it was ever intended <br />that this Board or any other agency which <br />has a vital responsibility to the people <br />of this state be downgraded or subjugated. <br />This is a battle we'll fight out with some <br />in-fighting for the next year or two. I <br />think eventually it will iron itself out. <br /> <br />There were areas in which more state <br />control was needed and this was the pur- <br />pose for consolidating the state govern- <br />ment into a fewer number of_agencies. <br /> <br />I <br /> <br />There was a committee appointed by <br />the Governor to study the efficiency of <br />state government. These were well quali- <br />fied and well intentioned people. Even <br />though they were experts in their fields, <br />I challenge the efficiency of these <br />efficiency experts. I wouldn't think of <br />walking into the Public Service Company <br />or the Kuner packing company and within <br />thirty minutes tell them how to run their <br />business. We have this constant trend of <br />thinking 'Why aren't you doing the work of <br />the state engineer or why not consolidate <br />your work with the state engineer or some <br />other consolidation?' We try to patiently <br />explain that the office of the state engi- <br />neer is an administrative agency which acts <br />in response to the decrees of the courts <br />concerning water.
