MR. SPARXS:

"Just a couple. First, Mr. Chairman,
in response to what Mr. Kroeger said, the
state government was reorganized as a
result of a constitutional amendment.
This is creating a great deal of internal
problems within the state government it-
self at this time as to what each sub-
agency of the principal departments are
supposed to be doing. Some of the recom-
mendations that have been made I am firmly
opposed to and we should fight them with
all the means at our command.

I don't think it was ever intended
that this Board or any other agency which
has a vital responsibility to the people
of this state be downgraded or subjugated.
This is a battle we'll fight out with some
in-fighting for the next year or two. I
think eventually it will iron itself out.

There were areas in which more state
control was needed and this was the pur-
pose for consolidating the state govern-
ment into a fewer number of_agencies.

There was a committee appointed by
the Governor to study the efficiency of
state government. These were well quali-
fied and well intentioned people. Even
though they were experts in their fields,
I challenge the efficiency of these
efficiency experts. I wouldn't think of
walking into the Public Service Company
or the Kuner packing company and within
thirty minutes tell them how to run their
business. We have this constant trend of
thinking 'Why aren't you doing the work of
the state engineer or why not consolidate
your work with the state engineer or some
other consolidation?' We try to patiently
explain that the office of the state engi-
neer is an administrative agency which acts
in response to the decrees of the courts
