will demand the attention of the newly
created district that are peculiar to the
metropolitan area. As this jungle of
asphalt, concrete and steel grows in the
metropolitan area the flood control problem
will become aggravated because of the
changes in the runoff pattern occasioned
by the construction. Serious damage can
occur now in the metropolitan area which
would have been nothing 30 years ago.
This is because most of the natural drain-
ages are now being filled in and swamps
and other areas are now providing housing
areas. So the problems will only increase
as the continued growth occurs.

Senator Joe Shoemaker was the chief
sponsor of this bill and has been lending
active assistance to see that the district
gets going."

"It has taxing authority, does it?"

"It has very broad taxing authority
with authority also to levy special assess-
ments. It can float bond issues and can do
many things that have handicapped us in the
past. One prime example is the acquisition
of the channel for part of the Chatfield
Project. Had this district been estab-
lished several years ago it would have
been the responsibility of that district
to secure that channel.

We have great problems in correlating
flood control activities because of the
many, many jurisdictions we have in the
metropolitan area. I don't know how many
there are but there are at least 50 different
jurisdictions in the area,encompassed'by"
the new district.' There are cities, 'count-
ies, towns and what have you. The number
of cities is growing here in the metropoli-
