They come <br />under much the same privileges as civil <br />service but they are subject to dismissal <br />at any time. SPARKS I <br /> <br />"Anyway, it's the court's own system <br />and it's a little different from the civil <br />service system. <br /> <br />As of July 1st, mileage for people <br />on state expenses or state salaries has <br />been increased. The mileage for private <br />automobiles has been increased to lO~ per <br />mile. That's up from 8~ per mile. Any <br />travel after July 1st by the Board members <br />or anyone else receiving expenses from <br />the state will be reimbursed at the rate <br />of lO~ per mile. This increase took <br />place, but our travel budget was reduced. <br />It is creating a rather critical problem <br />for us as far as our travel is concerned <br />under our present budget. <br /> <br />Turning to the field of flood cohtrol, <br />the recent legislature enacted the Urban <br />Drainage and Flood control Act establish- <br />ing a district which essentially covers <br />the Denver metropolitan area. It includes <br />most of the counties of Boulder, Arapahoe, <br />Denver, Adams, Jefferson, Douglas and, I <br />think, a little of Weld county. The first <br />meeting of that district has been called <br />by the Mayor of Denver and the board mem- <br />bers have been appointed by the various <br />appointing authorities. These board mem- <br />bers for the most part are county commis- <br />sioners and mayors from the counties which <br />they represent. There are certain other <br />
