Mr. 'Johnston moved, seconded by Mr. Smi th,that the Board .
formally ratify Mr~ McDonald's actions and direct him to convey
the Board's position to the subcommittee chairmen and to the
Colorado Congressional delegation. Motion adopted unanimously.

Chairman Robbins introduced the above item and stated that
the listed issues would be considered in an executive session
during the lunch hour.

First Assistant Attorney General Wendy Weiss advised that
it would be appropriate, to discuss these issues in the
executive session. "

Mr. Johnston moved, seconded by Mr. Getches, that the Board
consider the above issues in executive session. Motion adopted
unanimously.

Aqenda Item 13 - Arkansas River Compact Issues

Chairma'n,Robbi'ns -stated that' this item would be considered
in the executive session during the lunch hour. He also
m.ntioned that becatise h. has been ~etained by the Attorney
General to re'present' the state in the ',investigations of compact
violations as alleged by the State of Kansas, he would not
participate in Board deliberations of this issue.

session. "

Mr. Johns ton moved, seconded by, Mr. Vandemoer, ,that the
Board consider this item in the executive session. Motion
adopted unanimously.

Chairman Robbins recessed the general session at 12:25 p.m.
and convened the executive session at 12:30 p.m.

The general session was reconvened by Chairman Robbins at
2: 15 p.m. '
