Indian Water Riqhts Neqotiation <br /> <br />Aqenda Item 13 - Arkansas River Compact Issues <br /> <br />Mr. McDonald reported on the status of the investigations <br />under way by the Arkansas River Compact Administration <br />concerning compact violations as alleged by the State of Kansas. <br /> <br />Aqenda Item 14 - Request for Feasibilitv Studies <br /> <br />. <br /> <br />a. Grand Mesa Water Consetvancv District - Appendix I <br /> <br />At the March 8, 1985, meeting, the Board considered an <br />application for a basic hydrology study of water availability <br />for a potential district project. No action was taken at that <br />time due to concerns and objections raised by Mr. Jerry <br />Goldsmith. representing the Water Owners Against <br />Redistribution. FOllowing further review by the staff in the <br />interim period, the request is being re-submitted for the <br />Board's consideration and action. <br /> <br />Mr. Ted Brooks, Attorney for the District. spoke on behalf <br />of the District and requested favorable Board action on the <br />District's application. Messrs. Burgess and Palmer. officers <br />of the District, also briefly addressed the Board in favor of <br />the study. <br /> <br />Mr. Jerry Goldsmith. representing the water users opposing <br />the proposed study, spoke at length on the reasons for the <br />water usets' opposition to the study. The main reasons given <br />by the group for opposing the study are that the study should <br />only consider the water rights owned by the District and that <br />senior water right holders would receive no benefit whatsoever <br />from the study. The mayors of Orchard City and Cedaredge. <br />members of the opposition. were in attendance. <br /> <br />. <br /> <br />FOllowing Board discussion.
