<br />. <br /> <br />3. Flow and temperature regimes must be identified and <br />regulations implemented to protect these regimes. <br /> <br />4. Responsibility for recovery must be identified and <br />purchases made as necessary to implement the plan. <br /> <br />5. More hatchery research is required to help improve <br />imprinting and survival. <br /> <br />6. Fish passageways would be acceptable if proven to be <br />effective. <br /> <br />7. Amendments to water laws are needed to recognize <br />instream flows and other uses of water for endangered <br />species as beneficial use. <br /> <br />8. A maintenance fund for endangered fishes is needed and <br />it is recommended that such a fund be managed by a <br />private organization. <br /> <br />FOllowing considerable discussion, Mr. Lochhead moved, <br />seconded by Mr. Vandemoer, that Colorado hold to its position <br />that there be simultaneous resolution of Section 7 consultation <br />issues and preparation of recovery plans. Motion adopted <br />unanimously. <br /> <br />. <br /> <br />c. Reauthorization of Endanqered Species Act - Appendix G <br /> <br />In his discussion of this item Mr. McDonald recalled that <br />by previous action, the Board took the position that the <br />pending reauthorization of the above Act should be limited to <br />two years. In the May meeting, Mr. McDonald was instructed to <br />take such steps as he deemed necessary to obtain the most <br />favorable legislation possible. <br /> <br />In mid-May it was learned that the Chairmen of the <br />subcommittees of jurisdiction of the House and Senate would <br />accept a three-year extension of the Act rather than the five <br />years proposed in the Senate bill and the four years requested <br />by the Administration. FOllowing consultation among Mr. <br />McDonald, Mr. Gregg Hobbs (Colorado Water Congress), and Mr. <br />Mike Morgan on behalf of Senator Wallop (Wyoming), it was <br />agreed that the three-year reauthorization was acceptable if <br />committee report language would be included to reflect this <br />extension. <br /> <br />Proposed report language to reflect the three-year <br />authorization was subsequently prepared by the Senate <br />subcommittee staff. In the House, the staff to the <br />subcommittee Chairman agreed to include the revised report <br />language in the Chairman's floor statement. <br /> <br />. <br /> <br />-11- <br />
