It is my understanding that the project has already been constructed <br />with other funds, A letter dated October 23, 1998 was sent to Hon, Steve Rippy, Mayor of New Castle requesting <br />confIrmation. <br /> <br />City of Greelev - Twin Lakes Reservoir Dam Rehabilitation <br />In 1998, the Legislature authorized (HB 98-1189) a $375,000 increase in the $420,000 loan previously authorized <br />(SB 87-15) to the City of Greeley for the rehabilitation of Twin Lakes Reservoir Dam in Larimer County. The total <br />amount of the loan was $787,500. The lending rate for the additional increment was 5,00% repayable over 30 <br />years. We received a letter from Nancy A. Koch, Water Resource Manager, dated August 18, 1998 requesting the <br />loan be de-authorized. Due to a change in the bond market, the city decided to incorporate the project with other <br />capital projects and secure bonds at an interest rate below the 5.00% offered by the CWCB. <br /> <br />Purgatoire River Water Conservancv District - Trinidad Reservoir Purchase <br />In 1997 and 1998, the Legislature authorized (SB 97-008 and HB 98-1189) a loan in the total amount of $ 1,000,000 <br />to the Purgatoire River Water Conservancy District for early repayment of construction costs associated with the <br />irrigation capacity of Trinidad Reservoir in Las Animas County, We received a letter dated September 9, 1998 from <br />Mr. Eugene Aiello, President of the District, stating that after extensive evaluation of the economic feasibility, the <br />District ~ad decided not to proceed with the project at this time. <br /> <br />Purgatoire River Water Conservancv District - Transit Loss Studv Phase 2 <br />In 1995, at the request of the PRWCD, the CWCB obtained authorization to expend up to $60,000 for "an <br />investigation and assessment of transit times and losses associated with releases of water from the Trinidad <br />Reservoir in and along the Purgatoire River to its confluence with the Arkansas River ..... (HB95-1155, Section <br />5). The USGS, in consultation with the PRWCD, the State Engineer, and the CWCB developed a two phase plan <br />to conduct the study. Phase 1 relied on analysis of existing data, while Phase 2, if warranted by the results of <br />Phase I, would involve field work, additional data collection, and more sophisticated modeling of the Purgatoire <br />River hydrologic system. In April 1996 the CWCB and the PRWCD entered into a grant contract (#CI53716) <br />whereby the CWCB reimbursed the PRWCD for 50% of its contract costs with the USGS for phase 1 of the <br />study. The CWCB paid approximately $24,200 to the PRWCD fulfilling the purposes of this contract. In the <br />spring of 1997 USGS released its report entitled "Evaluation of Streamflow Traveltime and Streamflow Gains and <br />Losses Along the Lower Purgatoire River, Southeastern Colorado, 1984-92" (WRIR 96-4291) documenting the <br />results of Phase 1 of the study. In a June 1997 memo the CWCB staff summarized the results of Phase I and <br />concluded that unless presented with new information and analysis from the PRWCD, there appeared to be no <br />point in pursuing Phase 2 of the study. In discussions between the USGS and CWCB we have understood that <br />USGS has reached a similar conclusion and is no longer budgeting funds for their potential participation in Phase <br />2. A letter dated October 29, 1998 requesting concurrence was sent to Ms. Thelma Lujan, General Manager of <br />the District. <br /> <br />Leroux Creek Water Users Association - RehabilitatelEnlarge 4 Reservoirs <br />The Leroux Creek Water Users Association (LCWUA ) has an existing $150,000 Construction Fund loan <br />authorization approved in 1995 as part of House Bill 95-1155 to rehabilitate and/or enlarge four reservoirs in Delta <br />County. The loan was approved for up to 75-percent of project costs for 30 years at a lending rate of 4.00-percent. <br />One of the conditions of loan approval by the Colorado Water Conservation Board was the completion of a <br />feasibility study for the project as proposed in 1995, It is my understanding that the feasibility study was never <br />completed. At the July 14, 1998 CWCB meeting, the Board approved a $300,000 loan to the LCWUA from the <br />Emergency Infrastructure Repair Account of the Construction Fund for assistance on work related to the Carl Smith <br />Dam failure. One of the Board's conditions for the Emergency Account loan was that the $150,000 loan authorized <br />in HB 95-1155 be included in the list of projects to be d-authorized in next year's Construction Fund legislation, A <br />letter was sent to Mr, Tom Alvey, President of the Leroux Creek Water Users Association on October 27, 1998, <br /> <br />2 <br /> <br />. <br /> <br />. <br /> <br />. <br />
