<br />Notes to the Table of Projects Under Consideration for De-authorization in 1999

<br />Citv of Broomfield - Great Western Dam Rehabilitation
<br />In 1983, the Colorado Legislature (HB 83-1102) authorized a $2,156,000 loan to the City of Broomfield for the
<br />rehabilitation of Great Western Dam in Jefferson County, The project, as originally contemplated, was to enlarge the
<br />spillway and place rip-rap protection, In 1986, the Legislature (SB 86-27) increased the loan authorization to
<br />$4,600,000, The terms of the loan were 5,00% interest payable over 40 years for up to 50% of the estimated total
<br />project cost. Then in 1995, the Legislature (HB 95-1155), in cooperation with the CWCB and the City, reduced the
<br />authorization to $3,000,000. It has now been over 15 years since we started the process of obtaining approval for the
<br />first loan, It is my understanding that the spillway enlargement project is now under design, but the City has not
<br />decided if it needs our loan as part of the financial package to pay for the project. A letter was sent to Mr. Dorian
<br />Brown, Director of Public Works, dated October 27, 1998.

<br />San Miguel Water Conservancv District - San Miguel Proiect & Lone Cone Res, Enlargement
<br />In 1983, the Colorado Legislature (HB 83-1102) authorized a $7,500,000 loan to the San Miguel Water
<br />Conservancy District for the construction of the San Miguel Project in San Miguel County. Two years later, in
<br />1985, the Legislature (HB 85-1042) authorized another loan to the District for $1,012,500 for the enlargement of
<br />Lone Cone Reservoir. The terms of the loans were 5.00% interest payable over 40 years. The authorizations
<br />specified that moneys not be made available until the Board determined that the projects were technicalIy and
<br />fmancialIy feasible. In June 1989, the CWCB, in cooperation with the District and three local ditch companies
<br />completed the Phase I reconnaissance level feasibility study prepared by Boyle Engineering Corporation, The costs
<br />of the feasibility study was paid by the CWCB. The report evaluated six alternatives ranging in cost from $1.9 to
<br />$20,6 million (full project) at April 1988 prices. The report recommended a smalIer non-structural project
<br />(Alternative 4) as the preferred alternative, but the District has continued to pursue the fuII project (Alternative 6).
<br />In 1994, CWCB staff worked with the Durango office of the USBR to reformulate the project and update the cost
<br />estimates. Based on October 1993 prices, the total cost of the fuII project was estimated at $40.0 milIion. At that
<br />time, it was contemplated that federal legislation would be proposed to restructure the apportionment formula for
<br />the Upper Colorado River Basin Fund which might result in revenues to the upper basin states and enable the San
<br />Miguel Project to be constructed. The Board toured the project lands as part of the July 1998 Board Meeting in
<br />Telluride this summer. It has now been over 15 years since we started the process of obtaining approval for the first
<br />loan, It is doubtful that the original $8,5 million loan authorizations will stilI be sufficient to finance the Board's
<br />share of the escalated costs of a fuII project. The long awaited federal legislation has not materialized. Engineering
<br />plans and specifications for the projects have not been completed, and the start date of construction has not been
<br />scheduled, A letter dated October 27, 1998 was sent to Mr. BiII Bray, President of the district requesting the de-
<br />authorization.

<br />Melvin L. Thiebaud - Eureka Dam No.1 Rehab. & Enlargement
<br />In 1995, the Colorado Legislature (HB 95-1155) authorized an $18,750 loan to Melvin L. Thiebaud for the
<br />rehabilitation and enlargement of the Eureka Dam No.1 in Delta County. The terms of the loan were 4,00% interest
<br />payable over 30 years for up to 75% of the estimated total project cost of $25,000. It has now been over 4 years since
<br />we started the process of getting the loan approved. It is my understanding that engineering plans for the project
<br />have not been completed, and the start date of construction has not been scheduled. A letter was sent to Mr.
<br />Thiebaud on October 23, 1998. Mr. Thiebaud calIed CWCB staff on November 9, 1998 to say that he has sold the
<br />reservoir to another party.

<br />Town of New Castle - Rehabilitate Raw Water Pipeline
<br />In 1996, the Colorado Legislature (SB 96-153) authorized a $266,250 loan to the Town of New Castle for the
<br />rehabilitation of 2,800 feet of the town's raw water pipeline from East Elk Creek. The terms of the loan were 5,25%
<br />interest payable over 30 years for up to 75% of the total project cost of $355,000, It has now been 3 years since we
