<br />. <br /> <br />Highline-Buzzard Ditch Company - Convert Ditch to Pipeline <br />In 1994, the Colorado Legislature (SB94-029) authorized a $50,000 loan to the Highline-Buzzard Ditch Company <br />to convert a 3,000 foot segment of the Highline-Buzzard Ditch near Collbran in Mesa County to a pipeline, The <br />terms of the loan were 4,00% interest repayable over 30 years, The company is currently paying back on an <br />existing CWCB loan. The new loan was conditioned on the CWCB receiving a completed feasibility study, cost <br />estimates, plans and specifications from the Soil Conservation Service. None of the requested items were received, <br />Mr, Arza "Leroy" Mills, President of the Company, verbally confirmed on November 16, 1998 that the loan may be <br />de-authorized, The preliminary cost of the project was based on placing used pipe, but the ASCS required that only <br />new pipe be installed. This made the cost too high, and the project was no longer feasible for the company. <br /> <br />Ortiz Ditch Company - Rehabilitate Ortiz Ditch Diversion Structure <br />In 1995, the Colorado Legislature (HB95-1155) authorized a $20,000 loan to the Ortiz Ditch Company to <br />rehabilitate the headgate of the Ortiz Ditch on the Alamosa River in Conejos County, The terms of the loan were <br />3.5% interest repayable over 10 years and included refmancing of the project. The loan was conditioned upon the <br />company becoming incorporated. The new headgate was constructed in 1995 with grants from the ASCS and the <br />company never filed papers of incorporation with the Secretary of State. Mr. Roger Gallegos, President of the <br />company, gave verbal confirmation to de-authorize the project on November 16, 1998. <br /> <br />. <br /> <br />City of Fort Lupton - Drill New Municipal Wells <br />In 1995, the Colorado Legislature (HB 95-1155) authorized a loan to the City of Fort Lupton for the construction of <br />two new alluvial wells for irrigation purposes in June 1995. The terms of the loan were 5.0% interest payable over <br />30 years. The Board conditioned the loan on the completion of a feasibility study, We understand that the study <br />was not completed and that the wells were not constructed in part because the city obtained a reliable source of <br />water through the Southern Water Supply Pipeline project. A letter was sent to Mr. Brian Funderburk, City <br />Administer on September 16, 1998 requesting confirmation. <br /> <br />City of Craig - Elkhead Reservoir <br />In 1986, the Colorado Legislature (SB 86-27) authorized a $750,000 loan to the City of Craig for a project to make <br />use of Elkhead Reservoir on the border of Moffat and Routt Counties as a raw water supply for the City. In addition <br />to the City becoming a partner in the ownership of the reservoir with the Division of Wildlife and other water users <br />in the Yampa River valley, part of the project included enlarging the emergency spillway of the dam to meet safety <br />concerns and possibly enlarging the reservoir, The terms of the loan were 5,00% interest payable over 40 years for <br />up to 50% of the estimated total project cost. The authorization was conditioned on the Board, at its sole discretion, <br />determining that the project is technically and fmancially feasible, It has now been over 12 years since we started <br />the process of obtaining approval for the loan. It is my understanding that a revision of the feasibility study for the <br />project has been initiated, but engineering plans and specifications have not been completed because the City is <br />waiting for the State Engineer to provided feedback on the spillway design criteria. Depending on the cost of the <br />selected alternative, the City mayor may not participate in the project. A letter was sent to Hon. Robert Quillen, <br />Mayor of Craig, dated October 27, 1998. <br /> <br />. <br /> <br />Pine River Irrigation Company - Pine River Gaging Station <br />In 1992, the Colorado Legislature (SB 92-87) authorized a $190,000 loan to the Pine River Irrigation District for the <br />installation of stream gages on the Pine River in La Plata County. The terms of the loan were 5% interest payable <br />over 40 years for 100% of the estimated total project cost. The project, as originally contemplated, was to install a <br />stream gage at the Vallecito Dam and at the lower end of the District's irrigation system. It has now been almost 7 <br />years since we started the process of obtaining approval for the loan. A feasibility study has not been completed for <br />the project. A letter dated November 4, 1998 was sent to Mr. Joe Brown, District Manager, requesting confirmation <br />thar the loan may be de-authorized, <br /> <br />3 <br />
