The Flood Insurance Study prepared by FEMA contains detailed and approximate engineering
information along with IOO-year floodplain delineations for streams within Arapahoe County.

. The 1989 FlS is not the most current regulatory floodplain information for the County. There have been
many development activities and physical changes along some of the streams in the county during
recent years. The most current floodplain information available to the County (1995 FIS) is being
utilized by the floodplain administrator for floodplain management and NFIP purposes.

. The 1989 FIS is being proposed for acknowledgment and rescission at this time. The approximate and
detailed floodplain information contained in the FIS was the best available information at the time of
the study, and was used for local floodplain management until more current information superseded it.
The 1989 study will be appropriately rescinded once the latest regulatory floodplain information for the
County has been reviewed and designated.

COMMUNITY RESPONSE:
A notification letter was sent by CWCB staff to the local floodplain administrator to inform
the County of the proposed Board action. The floodplain administrator was also contacted
via telephone to discuss the Flood Insurance Study and the designation process. The
floodplain administrator verbally supported the Board's action, and there were no apparent
concerns or issues regarding this study. The formal Board action for this study is being taken
under Rule 9.D.l, community request. The County will send a written request letter in the
near future for inclusion in the project file.

SUMMARY:
The staff recommends Board approval of the floodplain resolution for unincorporated Arapahoe
County that designates the April 17, 1989 Flood Insurance Study and the accompanying Flood
Insurance Rate Maps. The approximate and detailed floodplain information within this report has
been superseded by more current studies. However, formal action by the Board will assure that the
floodplain information has been appropriately recognized by the state, thereby complying with state
statutory requirements.

5
