The Flood Insurance Study prepared by FEMA contains approximate and detailed engineering <br />information along with IOO-year floodplain delineations for various streams within the City of Aurora. <br /> <br />. Merrick and Company performed detailed hydrologic and hydraulic analyses for Westerly Creek in an <br />area formerly known as Lowry Air Force Base. The revisions were approved by FEMA as a Letter of <br />Map Revision and are the basis for the revised Flood Insurance Study (1998) for Aurora. <br /> <br />. This report is the most current regulatory floodplain information available to the community, and <br />supersedes or is compatible with all previous studies. <br /> <br />. The community takes issue with the floodplain delineations for some of the stream reaches as presented <br />in the 1998 Flood Insurance Study. There are a number of stream reaches that will be exempted from <br />designation due to technical or mapping problems. <br /> <br />COMMUNITY RESPONSE: <br />A notification letter was sent by CWCB staff to the local floodplain administrator to inform <br />the City of the proposed designation action. The floodplain administrator was also contacted e <br />via telephone to discuss the Flood Insurance Study and the designation process. A meeting <br />was then held between CWCB staff and the local floodplain administrator to discuss the <br />floodplain issues and designation process. The City supports designation and approval of <br />certain stream reaches, but requested that several streams be exempted from designation due <br />to technical or mapping problems. The community is very cooperative and will transmit a <br />letter requesting that certain stream reaches be designated. The designation and approval <br />for this study is being taken under Rule 9.D.l, community request. The community will send <br />their request letter in the near future for inclusion in the project file. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the City of Aurora <br />designating the September 7, 1998 Flood Insurance Study and the accompanying Flood Insurance <br />Rate Map. The detailed floodplain information for selected stream reaches contained in the report <br />and on the maps meets the Board's "Floodplain Designation and Approval Rules". The <br />designation action will assure that this floodplain information for Aurora is explicitly approved by <br />the state, thereby complying with state statutory requirements. <br /> <br />4 <br /> <br />e <br />
