In order to meet deadlines for inclusion within the CWCB
Board packet, a final memo must be completed by May 12.

The following draft work plan includes a timeline designed to allow CWCB to file
applications for in stream flow rights in 2005. This work plan has not been reviewed or
agreed to by any of the meeting participants or CWCB staff, but is intended to act as a plan
for discussion among the interested parties.

The proposed plan of action is as follows:

. Phase 1 Preliminary Analysis - documentation of existing uses and ayailable flow

1. Reyiew of proposed action plan at CWCB May Board meeting to determine if
proposed action plan and deadlines are acceptable and if acceptable, delay action until
July board meeting.

Completion: May 24-25
Assignment: CWCB

2. Preliminary evaluation of existing undecreed uses in subbasins upstream of proposed
ISF reaches. Perform preliminary analyses of water ayailability in the reaches affected by the
CWCB ISF filings. Existing CDSS models will be used for the analyses. Compare the
preliminary estimate of depletions from ponds, springs, and wells with the estimate of
ayailable flow. This cursory look at existing depletions and ayailable flow is to proYide
the Board with a better understanding of the extent of potential impacts to current and
future uses.

Completion: June 10
Assignment: CWCB (LRE)

C:\MARK\NEW_RECS\2005ISF DOCUMENTSICONTESTED CASESIN FOLK ISF MEETING NOTES_5-S-0S1.DQC
