There is a concern, <br />howeyer, that any future exchanges upstream of Paonia Reservoir for other purposes such as <br />domestic, using the reservoir as an augmentation source would be junior to the CWCB ISF <br />rights and could not be augmented using Paonia Reseryoir. The late summer/ early fall, when <br />there is water use, low stream flows are of special concern with regards to the proposed ISF <br />filings. <br /> <br />There are a number of springs and ponds upstream of Paonia Reservoir that are not decreed. <br />A few water users are planning on coming in and filing augmentation plans, but this is a <br />small minority. Steve Tuck has been working with the water users, but it will be a time <br />consuming effort to contact the landowners that need to file and this cannot be done in a few <br />months. If they could file this year, they would be senior to the proposed CWCB ISF, but <br />there would still be a need to augment to a downstream North Fork call. A basin-wide <br />augmentation plan may be desirable. There is some concern that lSF filings may impact <br />future augmentation sources including Paonia Reservoir or Overland Reseryoir. <br /> <br />General North Fork/Grand Mesa Issues <br /> <br />Daye Kanzer mentioned that the need for a basin-wide augmentation plan for the North Fork <br />was discussed at the Grand Mesa and North Fork Steering Committee the day before. This . <br />group meets regularly to discuss the development of water supply projects. The North Fork <br />Water Conservancy District may not see the need to prepare a basin-wide augmentation plan, <br />citing a few water users are preparing indiyidual augmentation plan applications. <br /> <br />There was general agreement among the meeting participants that most of the landowners <br />will not haye the resources to file individual augmentation plans and that a basin-wide plan <br />would be beneficial to the water users and for administration. <br /> <br />Crawford Area <br /> <br />Upstream irrigators currently use water out of Crawford Reseryoir by exchange. CWCB has <br />proposed new ISF filings directly upstream of Crawford Reservoir within the existing <br />exchange reach. Eyen though the existing exchanges, if decreed or applied for this year, <br />would be senior to the proposed CWCB ISF filings, there is a concern about the ability to <br />exchange water upstream for future uses. Given the water short nature of the area, new ISF <br />rights could preyent the ability to exchange upstream out of Crawford for new purposes, <br />such as domestic use, as the area develops. <br /> <br />DRAFT - Proposed Plan of Action <br /> <br />A draft memo outlining a proposed plan of action will be prepared for the May CWCB Board <br />meeting. The first draft of the memo will be prepared by Kelly DiNatale and distributed to the <br />meeting attendees for review and edits.
