<br />I <br /> <br />199 <br /> <br />1. <br />2. <br />3. <br />4. <br /> <br />5. <br /> <br />6. <br /> <br />Permanent damage to valuable ranch and pasture 'lands. <br />Damage to fish and wild life. <br />Damage to some of our best recreational areas. <br />This project would prevent any return flow to the Colorado <br />River system. <br />It would stop all chances of ever getting ~~e Animas-La Plata <br />Project realized. <br />It would shift the burden of our Lee Ferry Commitments to <br />the western end of the San Juan Basin. <br />This project is not necessary in order for New Mexico to be <br />able to use her full Share of Colorado River Water <br />allocated to her under the Upper Colorado River Compact. <br /> <br />7. <br /> <br />This resolution was adopted unanimously by our Board. <br /> <br />The Southwest Water Conservation District sincerely hopes that the <br />Colorado State Water Conservation Board 1vill give this resolution <br />due consideration. <br /> <br />Very truly yours, <br /> <br />/;/ Archie B. Dist. <br /> <br />Mr. Hunter: All I have to say is the Board members of the <br />Southwest Conservation District are opposed to the San Juan trans- <br />mountain diversion. <br /> <br />Mr. Tipton: In New Mexico there is Eastern Slope and Western <br />Slope difficulty similar to the one we have here, The Upper Rio <br />Grande compact gives New Mexico the right to do what they want with <br />their water. It is their business and should not concern Colorado <br />as long as they live up to agreements with Colorado. About fish <br />and wildlife, that. would have to be worked out between the Bureau <br />of Reclamation and Fish.and Game. The allocation of water for sub- <br />sequent use of return flow is not necessary. Water is to be taken <br />from headwaters of the San Juan. Most of the water from the Animas- <br />La Plata comes from the Animas, which is a very good river. <br /> <br />1~. Breitenstein: , During the 16 years this Board has been in <br />eXistence, there has always been one principle, that is; no one can <br />tell Colorado how they can use their water. We have rejected such <br />advice from other states on how we should use our water. If we are <br />being consistent, I don't think vre can tell New Mexico how to use <br />their water. <br /> <br />I <br /> <br />Mr. Hunter: As President of the Southwest Conservation District <br />I wish to say this is not my resolution. I do not know why it was <br />sent to you. I have never seen it before and I do not know how my <br />secretary could have sent it to you. I do not agree with this <br />resolution and knew nothing about it. I refuse to take any action <br />on it at all. <br />
