200

Mr. Williams: I believe Mr. Crav~ord should incorporate
Mi. Breitenstein's statement into a letter to the Southwsst District.

Mr. Hunter: On my recommendations if you so wish.

Mr. Bailey: Mr. Crawford will reply to the Southwest District.

8. Nebraska and New Mexico Situations.

1

A report was called for on the Nebraska situation relative to
the Glendo project.

Mr. Crawford: I talked with Mr. Jones of Omaha. He says the
legislature is expected to pass legislation immediately enabling
the Governor to approve the Glenda project.

Mr. Bliss of New Mexico reports that Mr. Larson has told him
the report on the Animas-LaPlata will be completed within the next
few months.

9. Rio Grande Investigations.

Mr. Breitenstein: Before the Board concludes I would like to
have ~ progress report on the Rio Grande~ also have flood control
covered. .

Mr. Bailey: I think we can cover status of Rio Grande
investigation.

Mr. Tipton: It is believed the study should not be started
too early until things start grolving. That is as far as it has
gone up to now.

Mr. Breitenstein: The reason I raised the point, flood con-
trol is necessary and ties in vdth this work. Flood water should be
released after it reaches a certain point. The farmers receive
benefit from release of flood waters but some farmers were flooded
and lost their crops. So according to my information it should be
released. Mr. Hinderlider said the Board recommended the 1952 flood
controi should be continued in 1953. I recommend the gates of the
Platoro be kept open all during the season. That is my opinion as
an Attorney, not as an engineer.

Mr. Hinderlider:
Unless we can control
reservoir this year.

I agree 100 per cent vdth Mr. Breitenstein.
the water I think it unvdse to operate the

1

Mr. Moses: You have the weather element also. If you have
warm rains then the water comes down in a rush.

Mr. Hinderlider: I received letters asking my opinion on what
position to take on flood control. I wrote them I was awaiting
further ideas from Mr. Breitenstein. The water in San Juan is
anything but cooperative at this time. The Governor is in sympathy
but there is nothing he can do,
