<br />196 <br /> <br />Mr. Breitenstein: If they are going to charge us overhead <br />then they have to have some basis for allocation. I think the Board <br />can only approve the contract then have the Attorney General go <br />over it. <br /> <br />~r. Crawford: How would you go about allocating the overhead? <br /> <br />I <br /> <br />Mr. Breitenstein: Require proper allocation by those who, <br />~der this contract, are requesting overhead. <br /> <br />Mr. Bailey: I did not attend the meeting of the committee vdth <br />the University so I do not know any more about it than the other <br />members of the Board. <br /> <br />Mr. Breitenstein: Can one public body like this, in dealing <br />with another public body, be required to pay 'overhead? The <br />University has rent free buildings, etc. Many firms do business on <br />the basis of 30% for overhead but can a public body do this? <br /> <br />Mr. Beaty: I think some member of the Water Board and Con- <br />ference Committee should get together and redraft an agreement. <br /> <br />Mr. Dutcher: I second that. <br /> <br />Mr. Saunders: Our understanding is that they did not intend to <br />charge overhead, all they vmnted was out of pocket expenses. <br /> <br />Mr. Bailey: Mr. Hinkley, could you redraft this and" get it <br />back to. us today? <br /> <br />Mr. Hinkley: I could try. <br /> <br />Mr. Bailey: Jean, could you do that? <br /> <br />Mr. Breitenstein: It depends on how long I will be tied up <br />with the Board. <br /> <br />Mr. Moses: Should we approve the expenditures of the fund and <br />leave the drafting up to the.Attorney General with approval of our <br />Attorney? <br /> <br />Mr. Beaty moved that the Board approve the allocation of $12,500 <br />for payment to the University to reimburse it for the cost of sur- <br />vey and report recommended to the Board by the Conference Committee <br />and that an appropriate contract for performance of such work, the <br />pay to be the amount stated by the Board, be prepared by Attorney <br />General and Attorney of the Board. And that the Board hereby <br />approve such contract drawn by the Attorney General and approved <br />by Attorney of the Board. <br /> <br />1 <br /> <br />Mr. Dutcher seconded the motion and it was carried. <br />
