<br />194 <br /> <br />Prior to World War I worked for U. S. Reclamation Service on Grand <br />River Project in Colorado, Strawberry Valley Project in Utah, and <br />Yuma Project in Arizona. In World War I - Lieutenant of; Engineers. <br />In 1919, went to work for Quinton, Code and Hill and became a part- <br />ner in 1926; since then, Consulting Engineer to numerous irrigation <br />districts, municipalities, and industrial corporations, mainly in <br />California and Arizona. Consulting Engineer to various Federal <br />agencies, including War Department, Department of the Interior and <br />Department of Justice, and to States of California and Texas. Con- <br />sulting Engineer on Projects of foreign governments including Mexico, <br />Haiti, Greece, Turkey, Iraq and Pakistan. . <br /> <br />I <br /> <br />Has never become involved in the controversy between Arizona and <br />California, nor in any other matter related to the division of the <br />vmters of the Colorado River .among the states. <br /> <br />Mr. Roberts: Thank you, Mr. Hill, for the outline. <br /> <br />Mr. Hill: The primary purpose of the report will be to put <br />those parts of the jigsaw puzzle together after all the information <br />has been collected. It is possible that there may be blind spots <br />in our data; our objective will be to bring out what is missing. <br />If we find data is inconclusive, it will take longer than November I, <br />but we hope we do not have any major blind spots. <br /> <br />Mr. Pughe: You don't do any soil analysis? <br /> <br />Mr. Hill: No. <br />because he will have <br />Federal agencies. <br /> <br />The plan is to keep Mr. Crawford informed <br />to arrange for the information from State and <br /> <br />Mr. Tipton: I have known Mr. Hill for many years and I con- <br />sider him the best qualified man "in the United States to do this job. <br />I want to assure tho Board we have the best available man to do the <br />job. <br /> <br />Mr. Hinkley: Under the expense clause, subsection (c) providing <br />for transportation vdthin the State. The state will not reimburse <br />for tax paid on transportation, and limi~s to 7 cents per mile for <br />automobile. <br /> <br />At this point, 1Ir. Crawford explained that one page, page 3a, <br />was missing from the mimeographed copies of the contract passed out <br />to the Board members. He suggested that the engineer contract be <br />laid on the table until the missing page was supplied. <br /> <br />4. Bureau of Business Research Contract. <br /> <br />1 <br /> <br />Mr. Bailey: We shall lay the contract over until later and <br />take up Item 2, University Bureau of Business R~search Contract. <br /> <br />Mr. Crawford explained the agreement. <br />
