I

I

MR. STAPLETON:

GOV. MC NICHOLS:

This wi 11 be in executive session. We don '. t.
know yet how soon it will go to the floor.
Of course, it must pass this and go through
the policy Committee before it goes to the
floor. We have had every assurance from the
leadership in the Senate that it will hit the
floor as rapidly as their other items will
permit after it comes out of the full commit-
tee. Undoubtedly the report has been prepared.
We don't know, at this time, whether there will
be any debate on the bill or whether it will
simply go on the consent calendar.

I might say this, at the Irrigation and
Reclamation Subcommittee hearing there was no
testimony in opposition so I don't know what
they would debate if it does come up for debate
on the floor because there was no foundation
for debate laid in the Committee hearings on
this particular bill. I
believe that's about it, Mr. Chairman."

"As you all know, the Governor spent a good
deal of time in Washington on this project and
I wonder if you would care to comment on the
success we have had so far with this bill,
Governor?"

"I think Mr. Kuiper has stated it quite
adequately. I have never witnessed any single
effort that had as much cooperation involved
as this one did. Everyone played the role he
was assigned and Mr. Aspinall quarterbacked the
whole procedure. Everyone did exactly what he
was asked to do and to me it is a striking
example of what we can do. The efforts on the
Upper Colorado River Project as a whole was a
very similar type activity. We have got these
projects rolling and the one thing that I would
like to state, I don't know exactly what the
procedure is going to be for continued action
on these projects but it is my personal thought
that we ought to make every effort to now get
