<br />the planning money so that once these projects <br />are authorized that we immediately get some <br />money to go ahead with the engineering and <br />planning that is necessary to get the projects <br />underway. <br /> <br />1 personally think it would be a mistake <br />not to ask for whatever funds we think we will <br />need in the planning and engineering aspects to <br />start these once they are authorized because <br />there is too long a gap or hiatus left between <br />the time of authorization and the time of <br />appropriation. This often creates a void which <br />is difficult to overcome in the future. I <br />wouldn't want to interfere with the plans of <br />the Congressional delegation and I would rather <br />assume that Mr. Aspinall and some of the people <br />who are in key positions there and the Subcom- <br />mittee in the Senate, which is being chaired <br />by Senator Carroll, I would rather think they <br />probably would work this out together but I am <br />in high hopes the budget will contain some <br />money for planning and engineering. <br /> <br />I <br /> <br />I think that the effort that was made by <br />local citizens and conservancy districts and <br />everyone was a magnificent one and I think the <br />Congressmen and Senators themselves appreciated <br />the efforts because it didn't exactly take on <br />the character of a tremendous high-pressure <br />operation, it was done on an educational basis. <br />People were sold on the value of the project <br />and the objective merits of the project rather <br />than any other approach and I think this was <br />appreciated by the members of Congress. Many <br />of them told me as I pedalled through the marble <br />halls of those various offices that they did <br />appreciate the efforts and I want to thank <br />everyone for the manner in which this thing was <br />handled. I want to thank the Board for the <br />wonderful job that they did, especially I want <br />to thank Mr. Sparks and Mr. Kuiper and all of <br />the staff in the Water Board which I think has <br />done one of the greatest jobs that has ever <br />been done for water development in this State. <br />If you look at the number of projects that we've <br />had adopted, I think it indicates great signi- <br />ficance. <br /> <br />I <br />
