MR. KUIPER:

"I think everybody is familiar with the
results in the House of Representatives in
connection with the passage of this bill. We
are all very grateful to the House for the way
they handled the bill and I'd like to say
again, that the cooperation of the Congressional
delegation from Colorado was wonderful. They
all worked together very closely~ political
differences were cast aside and resulted in the
passage of the project. I might also say that
the support from throughout the State was won-
derful~ that the letter campaign going on prior
to this coming up on the floor in Congress was,
I think, a real contribution to the passage of
this bill.

I

I believe the best illustration of that is
the fact that Congressman Saylor who, of course,
led the opposition to this bill (and he has,
historically, ever since it first started),
even got 350 letters from people in Pennsylvania
urging him to support this bill. This was a
result of the letter campaign that originated
in the Arkansas Valley to friends allover the
united states. There were countless comments
from Congressmen from other states about the
letters they had received from their constitu-
ents and wondered how in the world they knew
anything about the Fryingpan-Arkansas Project
in Colorado.

I wanted to point this out simply for in-
formation in case we are, sometime in the
future, faced with a thing like this and to do
again the things that were so effective in
getting the passage of this bill. People from
both political parties united back there from
allover the state. Everything was united and,
of course, we got the passage without even a
roll call vote.

I

As the bill stands now it has been recom-
mended for approval by the Senate Irrigation
and Reclamation Subcommittee and it is scheduled
to go to the full Senate Committee on Interior
and Insular Affairs on the 13th of this month.
