<br />MR. KUIPER: <br /> <br />"I think everybody is familiar with the <br />results in the House of Representatives in <br />connection with the passage of this bill. We <br />are all very grateful to the House for the way <br />they handled the bill and I'd like to say <br />again, that the cooperation of the Congressional <br />delegation from Colorado was wonderful. They <br />all worked together very closely~ political <br />differences were cast aside and resulted in the <br />passage of the project. I might also say that <br />the support from throughout the State was won- <br />derful~ that the letter campaign going on prior <br />to this coming up on the floor in Congress was, <br />I think, a real contribution to the passage of <br />this bill. <br /> <br />I <br /> <br />I believe the best illustration of that is <br />the fact that Congressman Saylor who, of course, <br />led the opposition to this bill (and he has, <br />historically, ever since it first started), <br />even got 350 letters from people in Pennsylvania <br />urging him to support this bill. This was a <br />result of the letter campaign that originated <br />in the Arkansas Valley to friends allover the <br />united states. There were countless comments <br />from Congressmen from other states about the <br />letters they had received from their constitu- <br />ents and wondered how in the world they knew <br />anything about the Fryingpan-Arkansas Project <br />in Colorado. <br /> <br />I wanted to point this out simply for in- <br />formation in case we are, sometime in the <br />future, faced with a thing like this and to do <br />again the things that were so effective in <br />getting the passage of this bill. People from <br />both political parties united back there from <br />allover the state. Everything was united and, <br />of course, we got the passage without even a <br />roll call vote. <br /> <br />I <br /> <br />As the bill stands now it has been recom- <br />mended for approval by the Senate Irrigation <br />and Reclamation Subcommittee and it is scheduled <br />to go to the full Senate Committee on Interior <br />and Insular Affairs on the 13th of this month. <br />
