About thirty years ago this summer the
blocks at Hoover Dam were standing about the
same place. So it has taken a long time to
get the Colorado River developed - certainly to
get into the Upper Basin.

Since our last report I think there has
been one significant event on Glen Canyon.
That's the award of the completion contract.
It was approximately an $8 million contract
awarded to Ets-Hokin & Galvan, Inc., San Fran-
cisco on June 25. This contractor will be re-
quired to complete all of the concrete and
architectural finishes on the dam; install
turbines, transformers and accessory equipment;
in fact, do everything else except installation
of the generators which will be done by the
manufacturer. This has been common practice on
our jobs to not award the work that comes at
the tail end of the job in the original plan
contract because of the long time that elapses
between the start of a job and the time this
work comes on.

Another important event this summer on
Glen Canyon is that the Secretary in April
announced the criteria for filling of Lake
Powell and we hope to make that closure next
spring and get on with the job of filling the
large reservoir behind Glen Canyon. The actual
filling program for the storage reservoirs on
the Storage Project is actually underway. It
got underway last week with the closure of the
gates and the dropping of the stoplogs at
Navajo Dam. We hope to make the closure this
fall at Flaming Gorge.

On this matter of the closure and filling
of the reservoirs, I think we are very fortunate
this year in the kind of runoff, particularly
the kind of snow cover that was laid down here
in Colorado during the past winter and the way
it came off. We're getting a large volume of
runoff and yet no serious flooding because of
the way nature brought it off, staying reason-
ably cool during the month of May. This high
runoff this year is going to go a long way
