"In the budget I noticed a rather obscure
item which I think is of great importance, I
know it is to the main basin of the Colorado
River, in your investigation funds. And that's
an item, I've forgotten the amount, for the
investigation of the practicability and the
feasibility of the construction of afterbay
storage below Green Mountain Reservoir. I
wonder if you can tell me, Kuip, if that item
is still in the budget? I saw it when it was
proposed. "

"I'm sure it is. I would like to defer
to Jim Knights or Gus Greer for the answer to
that, John. But the last I knew it was still
in the budget and work is actively going on.
Is that correct?"

"That's correct, Kuip. It is in the budget
and Mr. Greer made a field trip, a first recon-
naissance trip, last week."

"I'll just point out very briefly to the
Board the importance of that afterbay storage.
Releases from the Green Mountain Reservoir
through the powerplant are now fluctuating.
There's a great rush of water for a few hours
per day and then the water is shut down and
none is permitted to flow - the power water -
down the stream. The result is that that water
is not really usable. On the other' hand if you
had the afterbay storage and could regulate
that release so it flowed in a continuous flow,
then Green Mountain Reservoir would perform its
intended function for the lower part of the
Colorado River Basin. I'd like to point that
out to the Board, that that is of tremendous
importance to us and ask the support of the
Board for it."
