Me NICHOLS: <br /> <br />promoting the entire reclamation program. <br />Any such influence is, of course, contingent <br />upon respect and support of the other members <br />of this important committee. It must be remem- <br />bered that there are 17 states in the so-called <br />reclamation area. In order to maintain support <br />throughout this area some sort of balance must <br />be maintained between the projects in the other <br />states and the projects in Colorado. An exami- <br />nation of the magnitude of work going on in <br />Colorado and the work on those features of the <br />Colorado River Storage Project from which <br />Colorado benefits certainly indicates that the <br />interests of Colorado, in reclamation, have <br />been adequately supported by Congressman Aspin- <br />all. It is my feeling that we must be careful <br />in the future not to embarass Congressman <br />Aspinall by insisting that an unrealistic <br />imbalance of project authorizations and con- <br />struction be strongly urged on him. Certainly <br />his influence and leadership in the House is <br />what brings this to us. <br /> <br />I <br /> <br />I have examined the 1963 budget and find <br />that about $304 million for reclamation con- <br />struction is included. Of this $304 million, <br />about $130 million will be spent in Colorado <br />or for the benefit of Colorado. Remember Colo- <br />rado benefits to the tune of 46 percent of <br />Colorado River Storage Project expenditures. <br />In the budget item for investigations, approxi- <br />mately $8 million is provided. Of this amount <br />$3.4 million will be spent in Colorado. In the <br />light of these figures I would say that Con- <br />gressman Aspinall has .represented Colorado very <br />well. <br /> <br />"I certainly wouldn't want to let an occa- <br />sion like this pass without saying that the <br />Secretary of the Interior, Mr. Dominy and the <br />whole Bureau have been fantastically coopera- <br />tive. We have been one of the few states that <br />have put, from time to time, some of our own <br />money into these investigations and in other <br />areas which has helped to expedite the consid- <br />eration of these projects.
