<br />709 <br /> <br />Committee's report were submitted to the Commissioner on <br />April 25, 1957. <br /> <br />I <br /> <br />The total estimated construction cost in the de- <br />finite plan report is $7,835,000. Bureau of Reclamation esti- <br />mates of total benefits and costs for the project, as shown <br />in the draft of the definite plan report, indicate a favor- <br />able benefit-cost ratio of 2.6 to 1.0. Estimates indicate <br />the irrigation payment capacity is sufficient to meet the <br />operation. maintenance and replacement costs and to repay a <br />portion of the construction costs essentially in the same <br />amount as the obligation in the present repayment contract. <br /> <br />The estimate of direct irrigation benefits by the <br />Department of Agriculture is less than the benefits computed <br />by the Bureau. <br /> <br />An analysis is now being made to ascertain if changes <br />incorporated in the present project plan can be covered by a <br />supplemental repayment contract with the North Fork Conservancy <br />District Board without a vote on the part of the qualified <br />voters of the District. The repayment period of 68 years and <br />the repayment obligation in the present repayment contract <br />would remain unchanged. <br /> <br />Pine River Project Extension <br /> <br />Topographic surveys of the project lands are under <br />contract awarded to the Fairchild Aerial Surveys, Inc. De- <br />tailed land classification studies were initiated on April 1. <br />Completion of the definite plan report is scheduled for April <br />1958. <br /> <br />Smith Fork Project <br /> <br />Detailed investigations are now underway and will <br />be intensified following completion of the work on the Paonia <br />Project. Water supply and agricultural economy studies have <br />been .started. We understand that Department of Agricultural <br />personnel have initiated land classification studies. <br /> <br />I <br /> <br />Silt Project <br /> <br />The topographic survey for this project is under <br />contract with Ryall Engineering Company. We understand the <br />flying has been completed and the contractor is now working <br />on field control data. Drainage and land classification <br />studies were started in March. Groundwater observation wells <br />are being installed to obtain information needed in the drain- <br />age studies. <br />
